
At the request of the Government of Mongolia the Asian Development Bank (ADB) has provided the grant funds to support an emergency response to COVID-19 financed by the Japan Fund for Prosperous and Resilient Asia and the Pacific (JFPR). The Ministry of Health (MOH), the project executing agency, is recruiting a Project Implementation Unit (PIU) consultant, who will be responsible for procurement of essential diagnostic and treatment equipment, laboratory supplies and vaccination unit consumables under the project. The consultant will be responsible for the timely and efficient implementation of the project on behalf of MOH. The project will be completed on 31 December 2024.
The MOH is seeking qualified candidates for the following position:
Procurement consultant (national, 12 person-months, intermittent)
The procurement consultant will support the executing agency in procurement and contract management under the JFPR project in compliance with the ADB procurement policies, requirements and procedures. The procurement consultant will work closely with MOH, National Center for Communicable Diseases, ADB, and the PIU staff to closely monitor the project and report procurement progress in line with ADB policies and procedures. He/she will report to the project coordinator and will carry out the following tasks:
- perform roles and responsibilities of the PIU staff mentioned in the Government Resolution No. 176.
- report to the project coordinator and work closely with the executing agency and other PIU and consulting services experts.
- review and finalize all procurement-related project documents (i.e. procurement plan, budget including detailed cost tables; PAM).
- consulting service contract process: review the consulting services terms of references (TOR) with PIU and MOH staff, supervise the publication of respective advertisements on the ADB website and in newspapers, prepare the answers to requests for clarifications from consultant companies, assist in shortlisting, and participate in the evaluation and contracting processes.
- prepare bidding documents, requests for quotations and other respective procurement documents and actively participate in drafting, negotiating, and signing of contracts (equipment procurement, and consulting services) and provide inputs on legal and logistical matters.
- develop and implement procedures for contract management and administration in compliance with the relevant ADB policies and requirements and Mongolian laws and regulations.
- serve as the point of contact for contractors on contractual performances; act as contractual “contact person” between company employees and client (MOH or PIU) ensuring timely review and approval/reconciliation of variations.
- provide procurement-related recommendations to PIU and MOH and participate in the contract negotiations with contractors.
- manage all procurement and consulting recruitment-related records and documentation such as contract amendments, control of all contract correspondence, contact information sheets, status reports, and other documents for the project.
- ensure timely procurement and consulting services contract closing, extension, or renewal with support from the relevant PIU and MOH consultants.
- goods and related services contract process: review the equipment list for the different facilities, prepare tender schedule in coordination with MOH, prepare the tender documents in coordination with MOH and government agencies, publish the tender and follow-up, prepare the minutes, prepare all answers for clarifications from contractors, ensure the bid evaluation committee nomination by MOH is made, participate as a secretary to the bid evaluation committee and prepare the reports, organize the technical envelope bid opening, prepare the administrative and technical evaluation report, organize the financial envelope bid opening.
- prepare the tender financial evaluation reports and contracts; and
- conduct contract management and monitoring, prepare the contract variation orders and contract amendments; follow-up if all required contract documents were provided on time and are valid (bank guarantees, social security, insurances, etc.); and ensure that all documents are approved, signed, and published on time.
Qualification and Requirements:
The Procurement consultant will have the following qualifications:
- master’s or postgraduate degree in economics, business administration or other relevant sectors.
- good knowledge and qualification in procurement management.
- at least 5 years of experience in procurement and supply management, preferably in the projects funded by international development agencies in the health sector; and
- experience with ADB or other international financial institution-funded projects will be an advantage. Fluency in written and verbal English is required.
