Background information
 
  1. The Government of Mongolia has approvedan investment program financed by Asian Development Bank’s (ADB) multi-tranche financing facility (MFF) that reinforces past and ongoing health sector reforms in Mongolia by expanding and improving access to quality primary and secondary health services in disadvantaged areas of Ulaanbaatar ger areas, in Khovd and Uvs aimags and selected soums.It also aims to improve health financing systems and reduce out-of-pocket health care expenditure nationwide. About 60% of Ulaanbaatar’s population lives in Ger areas, with limited access to running water, sanitation and social services, including primary health care (PHC). District hospitals are unable to provide surgical and maternity services that meet National Health Service delivery standards, and are often poorly maintained, with outdated equipment and inadequate staffing. Access to health care is limited, especially for the poor. The quality of Ulaanbaatar’s emergency care services is weak due to poor equipment and deficient ambulance services. The quality of PHC in rural areas is low because of limited financing and inadequate maintenance.This investment program, therefore, aims to addressthese gaps in the health care sector with physical and non-physical support to improveprimary and secondary health care service andstrengthen the government’s health financing system and financial and procurement capacity.
 
  1. The program has following four outputs: (i) urban and rural primary health care strengthened (ii) district and aimag hospital services improved (iii) health financing system strengthened and (iv) capacity in procurement and financial management of relevant health government agencies strengthened. The investment program will be implemented for 10 years period in 3 stages by contributing to national health sector reform policies, regulations and sector master plan (2019-2027) implementation. The executing agency of the project is the Ministry of Health and the key implementing agencies are the Ministry of Health (MOH), the Ulaanbaatar City Mayor’s Office (UCMO) through the Ulaanbaatar City Health Department (UCHD), and the Government Procurement Agency (GPA).
 
  • Objective
 
  1. The Ministry of Health is implementing “Improving Access to Health Services for Disadvantaged Groups Investment Program” (the Project) financed by ADB’s multi-tranche financing facility. In coordination with the key implementing agencies the Project Implementation Unit (PIU) will be responsible for coordination of day-to-day implementation of activities, monitoring implementation and reporting of activities, management of procurement and program funds, and supervising contractors and their compliance, among other tasks.
 
  1. The Project is recruiting Primary Health and Emergency Care specialist on full time basis and who will be based at the PIU.
 
 
 
  • Tasks:
 
  •          Primary Health and Emergency Care Specialist 117 person-m
 
Under the direct supervision of the Project manager, Primary Health & Emergency Care Specialist will undertake following tasks:
 
  • review and suggest adaptation of ToRs of consultants working on PHC reform, infrastructure development, software development and improvement of Emergency Management System;
  • coordinate with stakeholders for the development of a PHC policy and strategy promoting integrated models of care;
  • coordinate with stakeholders for the development of an expanded FHC service model strengthening scope and quality of PHC;
  • support piloting of the new integrated care model in selected (new) Family Health Centers (FHC);
  • support the organization of community consultations on expanded FHC model and pilot;
  • report to PIU / EA on implementation and impact of the new model (accessibility to and quality / utilization of PHC);
  • assist with the planning and implementation of a capacity development program for PHC staff (MDs, Nurses, Technicians and Administrators) with particular focus on improved service quality and systematic use of data;
  • coordinate stakeholders (including private sector providers) for the development and implementation of a maintenance system for PHC facilities;
  • coordinate the development and implementation of and Electronic Health / Patient Record for PHC services;
  • coordinate with the engineering bureau responsible for design and supervision of construction works and equipment of the new FHCs and Soum Health Centers (SHC) s as well as the EMS call center;
  • Coordinate stakeholders for activities aiming at strengthening quality and efficiency of Emergency Medical Services including SOP development, training and service reorganization;
  • Develop annual and quarterly progress reports; and
  • Undertake any other tasks deemed necessary in conjunction with the successful implementation of this assignment.     
 
  • Qualifications and requirements
 
The PHC & Emergency Care Specialist will have the following qualifications:
 
  • Master’s Degree in health care management, public health or equivalent with at least 5 years of clinical experience in medical care / PHC (either as MD / GP or as a nurse) and;
  • 3 years of experience with the design, implementation and / or monitoring and evaluation of PHC projects and programs;
  • Clinical experience and /or special training in Emergency Care (provision of Emergency Medical Care and / or Organization of Emergency Medical Services) would be an asset;
  • experience with internationally funded projects will be an asset;
  • Proficiency in English language in both writing and verbal is a must.
