Ministry of Health and Sports (MOHS) is now accepting applications for the Project Manager position of the Fifth and Fourth Health Sector Development Projects that have been implemented with financial grant and loan from the Asian Development Bank (ADB).

Terms of Reference:

The overall responsibility of the Project Manager will be to i)Provide overall project management and coordination for the Health Sector Development Projects (IV and V) implemented under MOHS and supported by ADB; ii) Coordinate implementation of the projects implemented by other initiatives under the MOHS; iii) Oversee day-to-day implementation of project activities; iv) Ensure timely project outputs to achieve the project goal in consistence to the projects’ performance monitoring framework; v) Coordinate and manage all procurement processes, including consultants, and equipment; and vi) Timely reporting to the donors and relevant government bodies on the project implementation status.

Requirements:

The project manager is required to have at least 10 years of experience in health sector policy development and implementation, and solid understanding of government policies and procedures in the health sector. Candidate must have at least 5 years of working experience with international donor funded projects. Experience of managing ADB funded projects and familiarity with ADB policies and procedures is an advantage. Fluency in written and oral English language is a must.

Background:

The candidate is required to have at least master’s degree in public health or health management and administration.

Tasks:

The main duties of the Project manager will include the following:

Manage and provide guidance to the PIU staff and the implementing agencies on a day to day basis, including the distribution of responsibility within the PIU;
Facilitate the recruitment of consultants approved by MOHS, MOF and ADB;
Establish strong working relationship with the Project Steering Committee and MOHS departments;
Effectively interface with other international partners, local governments, civil society organizations and private sector, involved in the health sector;
Carry out effective monitoring and ensure proper and timely reporting to MOHS and ADB;
Arrange and provide all necessary support during ADB missions;
Arrange for annual audits of project activities;
Ensure regular updates of the project website toshare timely information of project activities and achievements;
Ensure independent external monitoring of quality of civil works;
Support the MOHS in preparing a project completion report towards the end of the project;
Provide overall guidance to the implementation of project activities for the attainment of project outputs;
Report to the MOHS/Steering Committee of the project; and
Support the sub-projects in all aspects of the project management directly or through other PIU staffif any implemented under PIU.
